JPEG is what a camera produces and what most scanning apps default to, which makes JPG to PDF the most common image conversion anyone needs. The trigger is almost always a submission requirement: an insurance claim wanting photographs as one document, a landlord wanting proof of address, an employer wanting a scanned form back. The images exist; the recipient wants a PDF.

Each JPEG is embedded into the document at its original compression rather than being decoded and re-encoded. That matters more than it sounds — a re-encode would apply a second round of lossy compression to a file that is already lossy, which is how photographs pick up visible blockiness after passing through a few tools. Embedding the original data avoids that generation loss entirely, and produces a PDF roughly the combined size of the source images.

For photographs of documents specifically, orientation and margin do most of the work. A phone photograph of an A4 page is usually portrait and close to the page proportions, so fitting to A4 with a small margin produces something that looks like a scan rather than a snapshot. A wide receipt photographed in landscape needs auto orientation, or it lands on a portrait page at a fraction of its readable size.

If the resulting file is too large to attach, the fix is not to lower quality here but to compress afterwards. Compress PDF re-renders the pages at a chosen resolution and gives you a size figure before you commit, which is a more controllable way to hit an attachment limit than guessing at a quality slider beforehand. For iPhone photographs that arrive as HEIC rather than JPEG, use the Image to PDF or HEIC to PDF tools, which decode that format directly.
